It's not a robot. It is just a piece of cardboard that is bent in a way that it looks like it's head moves to follow you. If you look at 1:40, you can see that it's the head is hollow and just a flat piece. They are pretty cool! I have a skeleton one.

Well I was there in Washington DC area with my aunt and we stopped in here and I saw this too. I saw the effect of the optical illusion, but didn't really think anything special of it, now on the other hand the Pyramid type sculpture they had there was pretty amazing though.

I would love to see this optical illusion, but my eyes somehow naturaly spoil em for me, since i watch things that put my eye under pressure, a natural reaction is that it blurrs everything out to relax my eyes, i cant control it, but it sound like it pulls the picture in and lets your eyes return to normal allowing the moon to pop out.. amazing..
