There's no need to bring up those administrations. Clinton's personal business, both real and not, were aired publicly for political reasons. Carter simply wasn't a very good president. He didn't engage in the litany of lies and disasters the Bush administration has. Clinton was at least good at his job, but had some ethics issues. Jimmy Carter was an honorable man, but was not great at his job. Bush and his administration gave us the smelly bottoms of both of those shoes for 8 years.
